Where to find them
In many cities public toilets are often hard to find. Try and get hold of a good tourist map that should list the public facilities. Fast food chain stores such as McDonalds, or the lobbies of large hotels are often a good source for clean amenities if you are struggling to find one. When getting off a bus in the middle of the night, you can't go wrong by following the crowds.

I can't find one!
If all else fails, do as your ancestors most certainly had to do, and just find yourself a tree in a secluded spot and do it 'naturally'.
